has been to enjoy the benefit of over $6 mil-
lion per year from the Rabanco regional land-

enough to set money aside in ease the land-

"We haven't had much controversy with the
budget - the landfill helps," Chipman said.
One dispute that did surface earlier this
year, when department heads questioned cuts
in their training budgets, will not be an issue
in the coming year.
As the commissioners and Chipman dis-
cussed during a budget workshop on July 22,
Budget Policy No. 7 from the 2oo4 budget,
which instituted the cuts, will not appear in
2005.
The Rabanco landfill's estimated produc-
tive life span is 4o years. Since money began
to flow in in 1994 from a per-ton "tipping fee,"
the county's total budget has doubled - it was
$13 million in 199o, Chipman said.
One result is that, while many other coun-
ties in the state have experienced staff cuts
due to the post-Internet-boom recession,
